Sidewalk Accessibility in Arlington, Virginia

Executive Summary

Over the past decade, Arlington, Virginia, has implemented significant pedestrian infrastructure improvements, particularly in high-density commercial areas like Ballston. However, substantial accessibility barriers remain throughout the city, disproportionately affecting residents who rely on mobility aids. This report analyzes current infrastructure deficits based on field observations, evaluates them against Americans with Disabilities Act (ADA) standards (Taylor, 2011), and proposes adopting a social model of disability (Rembis, 2015) to guide future urban planning.

Current Infrastructure and Field Observations

While industrial zones owned by the city offer easily navigable sidewalks, residential neighborhoods suffer from severe accessibility neglect. Field observations utilizing a wheelchair to navigate the city revealed several critical hazards:

  • Material choices: Slate and flat commercial tiles significantly reduce traction and make acceleration difficult.

  • Surface irregularities: Protruding bricks, unlevel tiles, and unevenly laid asphalt patches create impassable ledges for wheelchairs.

  • Ramp gradients: Excessively steep ramps cause users to lose control of their wheelchairs upon descent and struggle with ascension.

While some modern facilities feature low-to-the-ground sensors and timed automatic doors that prevent injury to slower-moving pedestrians, outdoor pathways lack this same level of inclusive design.

ADA Compliance and Deficiencies

The ADA mandates that no disabled individual "shall, by reason of such disability, be excluded from participation in or be denied the benefits of the services, programs, or activities of a public entity" (Disability discrimination, 2020). Arlington's current residential infrastructure exhibits multiple ADA deficiencies. To achieve compliance, sidewalks must meet specific design criteria (A Checklist for Accessible Sidewalks and Street Crossings, n.d.):

  • Standard Width: Sidewalks must maintain a minimum travel width of 36 inches to allow a wheelchair user to navigate, pass others, and reach pedestrian crossing buttons.

  • Curb-Adjacent Width: Sidewalks adjacent to curbs require a 60-inch minimum width to safely accommodate turning, passing, and maintaining a safe distance from street drop-offs.

  • Service Animal Accommodations: A 48-inch width is necessary for pedestrians who require a service animal walking alongside them.

  • Cross Slopes: The cross slope must not exceed a 1:48 ratio, or 2%. Steeper slopes force pedestrians to expend extra energy to avoid veering into the street, which is especially dangerous in wet, icy, or snowy conditions.

  • Clear Paths: Street furniture, plantings, and other fixed items must not obstruct the travel path.

  • Construction Protocols: Temporary alternative routes must be provided when sidewalk renovations block standard paths.

Municipal Planning and Community Impact

Currently, Arlington lacks a complete sidewalk on almost 20 percent of its local streets. The Neighborhood Conservation Program, established in 1964 to give residents a voice in local projects (Neighborhood conservation, 2019), is working alongside WalkArlington (n.d.) and the Pedestrian Advisory Committee (2021) to construct missing pathways.

However, progress is heavily impeded by community resistance in residential zones. Residents frequently oppose construction that disrupts their daily lives, such as tree removal, yard regrading, retaining wall installations, or the reduction of street parking. Due to these disputes and current funding paces, Arlington’s sidewalk improvement initiatives are not projected to be completed for another 25 to 30 years.

Redefining Disability: The Social Model

To accelerate these improvements and properly prioritize accessibility, city planners should adopt the "social model" of disability. This framework requires that society discard the understanding of disability as a negative notion rooted in the individual, and instead analyze the disabling role that social arrangements and environments pose (Rembis, 2015, p. 4).

As noted in contemporary disability studies, "Whether we become disabled or not, all of us at some point in our lives will feel the effects of disability, as we age... and as we care for the ones we love" (Rembis, 2015, p. 4). By recognizing disabled individuals as a social minority deserving of civil and human rights, Arlington can prioritize the urgent reconstruction of inaccessible sidewalks and successfully remove environmental privilege from its urban design.
